(b) Mbabazi takes over(NRM) Politics and cabinet affairs Barely a year in the third term, Uganda's President has started ceding many responsibilites to trusted men and officers Most of important Presidential duties have been assigned to security Minister Amama Mbabazi fuelling speculation that the President might not seek another term in office Observers believe Museveni is set to retire after this term.
