AMIN DEMANDED IVITATION TO QUEENs GALA
Friday, 28th December, 2007 E-mail article Print article
LONDON, Thursday - Ugandan president Idi Amin sent a message demanding an invitation to Queen Elizabeth II’s silver jubilee celebrations and a Commonwealth meeting in 1977, newly-released documents have shown.
He threatened to show up to “give some advice on the current chaotic economic situation in Great Britain”.
Britain, which turned to the International Monetary Fund for help after a 1976 sterling crisis, held lavish celebrations to mark the Queen’s 25 years on the throne. A Commonwealth summit was taking place around the same time and Amin made clear his intention to be at both.
In a message to Commonwealth secretary-general Sir Shridath Ramphal in February 1977, Amin wrote: “I wish to inform you that I shall personally attend the meeting and also be present at all the functions organised for the celebrations of the silver jubilee of Her Majesty.”
Amin said he would show up in London “accompanied by a delegation of 250 people including dancers of the heartbeat of Africa” and expected to be received “with the highest honour”.
“I shall point out frankly the weakness of the British government and give advice on the current chaotic economic situation, which has been brought about by the fact that the British economy is now controlled by British Asians and Zionists.”

DECEMBER ISSUES
New African, African Business and The Middle East
The December issues of our magazines are now on sale. On the eve of
South Africa’s elections of the ruling African National
Congress (ANC) New African and African Business reveal the leaders in
waiting for South Africa’s presidency. The Middle East reports
on the new strategy for Iraq where in a new twist of events, the
United States has recruited 50,000 Iraqi Sunnis who quit the
insurgency to fight Al Qaeda.
Now you can view photographs of the African Banker Awards 2007. For

NEW AFRICAN
Cover Story: The battle for the soul of the ANC
The most anticipated political event in South Africa’s recent
history comes to a head between 16 to 20 December. More than 3,600
delegates will congregate in Polokwane in Limpopo Province to elect
the president of the ruling African National Congress (ANC), who will
in all likelihood become state president at the 2009 national
elections. The ANC election has massive implications for South Africa
and Africa’s future. New African reports from South Africa about
the nine candidates in the race, their strengths, weaknesses, and the
issues involved. More…

AFRICAN BUSINESS
Cover Story: Who will lead South Africa after Mbeki
African Business’ lead story also looks at the situation
brewing up in South Africa. It seems certain that whoever wins the
party presidency will be South Africa’s next president.
However, there is an added twist to this year’s party
elections/ Thabo Mbeki, the incumbent ANC and national president,
will come to the end of his constitutional two terms as national
president and will not be able to contest the national elections
– but he can still stand for party leadership thus becoming
king-maker if not king. What will this mean to South Africa’s
future? Who are these leaders in waiting? More…

-Special Report: Logistics
air carriers, roads, railways
-Mozambique: New funding to improve infrastructure
-Agriculture: Africa’s healing plants find international market
-Morocco: wind power as energy source
THE MIDDLE EAST
Cover Story: Turning the tables in Iraq
The United States has recruited 50,000 Iraqi Sunnis who have quit
insurgency and made a volte face to fight Al Qaeda, but the strategy
could backfire- just as US support for Islamic militants in
Afghanistan in the 1979-89 war did. The jihadist movement the
Americans are fighting in Iraq emerged from the 1979-89 Afghan War in
which the US armed and funded the Islamist mujahedeen fighting the
Soviet Army. The mujahedeen eventually triumphed – and 12 years
later Osama bin Laden unleashed his suicide bombers against the US.

Dollar slide: Is the Gulf ready to cut loose?
No doubt about it, the dollar is in trouble and things look set to
go worse before they get better. With oil prices standing at $90+ a
barrel, the coffers of oil-producing states are bulging, but in real
terms the scenario is giving rise to serious and widespread concern.

KAMPALA (Reuters) - A new strain of the deadly Ebola virus is thought to have infected 94 people and killed at least 22 in Uganda, prompting neighboring Kenya to begin screening at its shared border, officials said on Thursday.
Dr. Sam Zaramba, Uganda's director of health services, told Reuters a doctor had died in Kampala's Mulago Hospital after looking after a patient in its isolation ward. Three other medical staff died after treating infected patients.
Besides the doctor and patient in Mulago, all other cases and deaths had occurred where the outbreak started in Uganda's western Bundibugyo district, bordering the Democratic Republic of Congo, he said.
"We've had one more admission today, someone in Bundibugyo. It is 94, now," Zaramba said.
"Twenty two have died. Out of them, four (are) health workers, one a doctor. He died in Mulago," Zaramba said earlier.
Only 58 cases have so far been confirmed in laboratory tests, Uganda says. But more people falling ill and a rising death toll since the outbreak started in August has caused panic in the east African country.
Neighboring Kenya has been screening travelers entering from Uganda at the Busia crossing -- on the main road out of Kenya's west into east and central Africa -- since last week, health officials said.
"Screening is going on at Busia. People are being asked questions about where they have traveled and their health," Kenya's head of medical services, Dr. James Nyikal, told Reuters. Continued...

AFTER 20 YEARS OF CIVIL WAR BETWEEN THE GOVT AND LRA TRUTH AND RECONCILIATION
After 20 years of civil war, Uganda is using both diplomatic and traditional means to achieve peace and healing, including the Acholi ceremony of Mato Oput.
By Brian Adeba
In northern Uganda, a region torn by civil war for the last 20 years, where soldiers of the rebel Lord's Resistance Army have hacked off limps, raped, plundered, and abducted thousands of children, the feelings of anger and resentment towards perpetrators of the crimes run deep. While most hope for justice, this is not achievable under the statutes in the law books, partly because the crimes are just too many, the perpetrators and victims uncountable. In short, it is a logistical nightmare.
Many rebels, some of them abducted when they were children, are returning to their former villages either because they have chosen to abandon the LRA or because of a government offer of amnesty. But fitting into the communities they once looted and mistreated is proving difficult.
As a traditional leader of the Acholi people, whose area in northern Uganda bore the brunt of the LRA's violence, Paramount Chief David Onen Achana II is all too aware of the atrocities committed on his people and the problems of achieving reconciliation.
As peace talks between the Ugandan government and the LRA started last year in the south Sudanese city of Juba, Chief Achana became a proponent of including traditional Acholi mechanisms of reconciliation in the discussions.
Known as Mato Oput, meaning in the Acholi language to drink a bitter potion, the process is voluntary and is very much like Desmond Tutu's Truth and Reconciliation Commission in South Africa or the Gacaca system (pronounced Gachacha) in Rwanda.
On a visit to Ottawa last week, Chief Achana explained that when a crime is committed, it is brought to the attention of a council of elders, whose duties are normally to guide the community.
"Time is given to cool off the anger and information is collected on the nature of the crime," he said.
"In most cases, those who are offended bring up the matter. For this to work, the person who committed the crime has to admit they committed it."
Then there is a period of shuttle diplomacy where the victims or their families and the perpetrator are consulted to get the facts. Then the nature of the crime is ascertained. The perpetrator publicly confesses and acknowledges his or her deeds. The crime is examined to determine the circumstances under which it was committed. Issues like premeditation, in the case of murder, are considered. The perpetrator is then fined under Acholi bylaws. Usually, the victim is paid compensation in the form of livestock or money. The bylaws spell out that the compensation must be reasonable and affordable.
After that, the Mato Oput ceremony is performed. The guilty party steps on a raw egg to symbolize a new beginning and jumps over a bamboo stick. This jumping represents a leap from the past to the present. As the ritual winds up, the guilty party and the victim drink a bitter brew made from a tree called oput. The drinking represents accepting the bitterness of the crime in the past and a promise never to taste such bitterness again.
"It brings the two communities [perpetrator and wronged] together to begin to build a new relationship," says Chief Achana, stressing that the ceremony is not about forgetting the past, but looking to learn from it.
Chief Achana says this traditional form of reconciliation has been quite successful in northern Uganda. Acholi leaders have pushed for and succeeded in incorporating it in the peace discussions taking place in Juba. Scholars studying this mechanism of reconciliation have attributed its success to the fact that most Acholi recognize that the LRA returnees are victims themselves, abducted into the rebel army while they were children. Chief Achana says anyone, including LRA leader Joseph Kony, can seek forgiveness under the Mato Oput process.
"If he comes out with the truth, we will go forward, if he doesn't tell us the truth, we will not go forward," he said.
Erin Baines, director of the conflict and development program at the Liu Institute for Global Affairs at the University of British Colombia, said in an email that traditional mechanisms for reconciliation are effective in bringing members of the Acholi community together to discuss a particular conflict and resolve it.
"Payment of compensation by the perpetrators of the crime helps restore what was lost, and ceremonies encourage the community to forgive and forget what happened," said Ms. Baines, who has done research on traditional reconciliation methods of the Acholi in northern Uganda.
Though the Mato Oput is known widely among the Acholi, Ms. Baines said the international community is hardly familiar with it, "blinded by the tyranny of universalism," where it wants to impose other methods of justice on the Acholi.
Ms. Bains said the biggest misconception of traditional justice in the West is that it is "tribal" and therefore not modern, and thus "not good."
"But the Acholi are only asking the international community for respect and space to address the conflict in a way they feel is appropriate for them," she said.
While in Ottawa, Chief Achana said he met Deepak Obhrai, parliamentary secretary to Foreign Affairs Minister Peter MacKay, and Liberal Foreign Affairs critic Ujjal Dosanjh, and impressed upon them the importance of supporting the reconciliation process and the peace talks in Juba. He applauded Canada's role in the peace talks, saying it is the biggest donor so far, having offered $1.5 million for the negotiations.
Currently, representatives from the LRA and the government of Uganda are discussing accountability and reconciliation issues. If there is progress, they will move on to discuss the possibility of a ceasefire and demobilization of rebel combatants. Chief Achana said the talks have reached a crucial stage and that it would be painful if they were to collapse now.
"Now that we have reached midway, I think if we come up with a good mechanism on reconciliation and accountability, then within this year, by the end of it, we could be looking at the LRA coming back home," he said.

Govt grants amnesty to LRA defectors
Wednesday, 5th December, 2007 E-mail article Print article
James Obita, a member of the LRA peace team, Ojul, minister Ruhakana Rugunda and Warner ten Kate, a UN envoy, chat at Hotel Africana in Kampala yesterday
By Henry Mukasa
THE LRA fighters who defected from the rebels’ hideout in Garamba have been granted amnesty. Sunday Otto, Vincent Okema, George Okello and Richard Odongo-Kau arrived in Uganda on December 1, after they parted ways with LRA leader Joseph Kony who they said killed his deputy Vincent Otti.
The four, together with three young girls, whose identity was concealed, were flown in by MONUC from the DR Congo. They escaped from the rebel base in DR Congo on November 7 and moved through the dense Garamba forest before making contact with MONUC.
“We have given them amnesty,” Justice Peter Onega who heads the Amnesty Commission said yesterday at Hotel Africana in Kampala.
Onega, who was attending a consultative meeting of the LRA on accountability and reconciliation, said the former rebels would receive their certificates today at the commission offices.
During the meeting, Onega called for the speeding up of the talks so that peace was permanently restored in the North.
“We cannot keep this peace process going on for years. The people who have been suffering are tired. Let us not wait when they have broken down completely and we sign. What I have said applies to the LRA and to the Government.”
He cautioned the LRA against tackling their ICC the indictments in a confrontational manner. The judge said the ICC would not push to try anybody after the conflicting sides had signed an agreement.
Participants told the LRA team to pursue solutions to the original causes of the rebellion and not adopt other issues they have found along the way during the talks.
“Overtime, you have taken on causes like federalism that were not associated with the rebellion. You will become politicians instead,” said Arthur Bainomugisha of ACCORD.
Max Omeda, a former rebel who signed an agreement to end the Teso insurgency, advised the LRA to trust the Government, saying it could not renegade on the deal.
“Don’t create more complications and drag the talks. As a former rebel I urge you to think about the suffering people.”
Mwambutsya Ndebesa of Makerere University said the AU and the UN should be guarantors of the peace agreement to be signed, while Apac MP Betty there was a general view among some MPs that the war be solved using traditional justice.
Erute North MP Gutumoi Angiro asked the parties to conclude the agreement in January and attend the commemoration of the Barlonyo massacre on February 21.
David Pulkol, a former spy chief, predicted that dragging Kony to Juba to sign the agreement would be a huge call with the indictments hovering over his head.
“The arrest warrant must be suspended. If Kony gets in a helicopter to go to Juba, how sure will he be that it will not end up in The Hague?”
LRA delegation chairman Martin Ojul pleaded that he should not be distracted from his mandate of talking peace with questions on Otti’s death.
“My mandate doesn’t include military and administrative matters of the LRA. Therefore, when Kony says his deputy is under house arrest, it would be unfair to ask me to confirm or deny the statement.”
“He (Kony) confirmed to me that any military or disciplinary measures in their command have nothing to do with the peace process.”

The Zawiyah Foundation Vision & Mission Statement (PDF 37Kb)
Definition
A Zawiyah, by definition, means a corner or angle. An angle is a confluence of planes, a zone of concurrence and reunion between tides. It is a joint, a point of connection between realms.
Vision
Zawiyah therefore envisions being:
A point of connection between the East and the West, for God the Truth, is neither Easterly nor Westerly, as related in Ayat An-Noor:
"Allah is the Light of the heavens and the earth. The parable of His Light is as if there were a Niche and within it a Lamp: the Lamp enclosed in Glass: the glass as it were a brilliant star: lit from a blessed Tree, an Olive, neither of the East nor of the West, whose Oil is well-nigh Luminous, though fire scarce touched it: Light upon Light! Allah guides whom He will to His Light: Allah sets forth Parables for men: and Allah knows all things" (Surah An-Noor, Verse 35).
A point of connection between the heaven and earth, as related in the Quran:
"And He raised the Firmament high, and He has set up the Balance (of Justice), in order that you may not transgress (due) balance. So establish weight with justice and do not fall short in the balance. It is He who has spread out the earth for His creatures" (Surah Ar-Rahman, Verse 7-10).
That nexus between the East and the West called Noorullah, the light of God.
The nexus between the Earth and heaven called Meezan, the balance.
The symbol of the light, which is milk. It stands for grace and charity.
Remember, that the Prophet Muhammad (pbuh) was presented with a cup of milk before he ascended into heaven. Jesus (pbuh) spoke about the water: whoever drinks from it shall never feel thirsty. The sign of the cow of Prophet Musa (pbuh) and the she-camel sign of Prophet Saleh (pbuh) are both known for their nourishing and they stand for the same symbolism.
The symbol of Justice is the balance.
It stands for measure and method. In that, God has created everything with measure and proportion , as related in the Quran,
"Verily, We have created all things in proportion and measure" (Surah Al-Qamar, Verse 49).
"We set up the measure, for we are the best measurers" (Surah Al-Mursalat, Verse 23).
"He to whom belongs the dominion of the heavens and the earth: no son has He begotten, not has He a partner in His dominion: it is He who created all things, and ordered them in the proportions" (Surah Al-Furqan, Verse 2).
Since everything is created with measure, every creature must remain within that measure. To exceed the measure is abuse and transgression. God sent the Balance in order to keep abuse and transgression in check. As long as everything remains within their measure, there is peace. If one oversteps its measure, it automatically steps into someone else's measure, which causes imbalance. God created the day and night in measure; the sun and the moon in measure. If any exceeds its measure, its cosmic disorder takes place.
"It is not permitted to the sun to catch up to the moon, nor can the night outstrip the day: each just swims along in its own orbit according to Law" (Surah Yasin, Verse 40).
Along with the book and the balance, God also revealed two other things: the clear signs given to the Prophets and iron.
Both the iron and the clear signs (miracles) have accessory roles. As for the clear signs, they are credentials, which establish the credibility of the Prophet and invite people to listen to his message. As for the iron, it protects and safeguards the book and the balance, from those who want to transgress the balance and from those who want to put out the light.
Peace and Love
The words "peace" , "salam" and "Islam" come from the same root word, "slm", which means both "give and receive" (Aslama - "he gave," tasallama, "he received"). This implies that there can be no peace if there is no give and take. When the Prophet (pbuh) wrote to Hercules, the emperor of Byzantine, he said "Aslim taslam" - "Give and you will receive," meaning that give your kingdom to God and God will give it back to you tenfold, if there would be peace between you and God. However, if you withhold the ball, the game is over. The ball must keep going back and forth. It takes two to play a game and obtain happiness. Through partnership and fair play, we can experience joy. If there is no give and take, then there is no play, and if there is no play, then there is no joy.
This principle of give and take is the real meaning of "Islam" - a Muslim is the one who gives and takes. If you give, you must also take; and if you take, you must also give. For giving without taking is a sign of arrogance, conceit and pride, and a proud person is detestable to his fellow human beings. None except the Almighty has so much to Give and does not need to take. On the other hand, the one who only takes and does not give is greedy and miserly and by virtue of this greed and miserliness, he is detestable to his fellow human beings.
However, giving and taking must not be without measure. Give with measure and take with measure - it should be neither random nor excessive. Give with measure and purpose and take with measure and purpose.
"Fa imsakumbi ma'rufin aw tasreehum bi ihsan" - "take back with charity or let them go in charity" (Surah Al-Baqarah, Verse 229).
"Fa amsikoohunna bim'a'rufin aw sarrihuhunna bi ma'rufin" - "hold in just measure or release with just measure" (Surah Al-Baqarah, Verse 231)
For some time, Prophet (pbuh) used to give more than he took and God instructed him to balance between giving and taking.
"Make not your hand tight like a miser's to your neck, nor stretch it forth to its utmost reach, so that you become blameworthy and destitute" (Surah Al-Israa, Verse 29).
This balance between giving and taking is the law on which the entire cosmic order thrives. For disorder only occurs because of an imbalance in giving and taking by either excess or recess. This is the principle of peace (Salam).
Love is the effect of peace (salam) for as aforementioned, peace means give and take, this give and take results in creating a bond of love. Therefore, peace is the cause and love the effect, peace is the tree and love is the fruit of peace. Hence, the ultimate quest is love, but there is no peace without giving and taking, there is no giving and taking (Islam) without measure and there is no measure without balance. The balance is the cup by which we drink the Living Milk in measure.

> This seminar will feature the reflections of two 'insiders' to the current peace process between the Lord's Resistance Army (LRA) and Government of Uganda and an academic who has worked with former LRA combatants for three years. In their candid reflections of attempting to bring home LRA peacefully they will discuss some of the challenges and opportunities of local vs. global institutions in negotiating peace and justice. We ask the audience to help us work through key research questions that pertain to this experience and help make sense of these complicated processes.

> His Highness David Onen Acana II is the paramount chief of the Acholi people, the cultural group most affected by the conflict and that compose the majority of the LRA leadership, including all of the indicted. He has had to navigate highly politicized waters to play a neutral role, unite his own people and neighbouring cultural groups and to gain the respect of both the Government of Uganda and the LRA. Chief Acana is the head of the observer team of traditional and religious leaders to the peace talks and has traveled three times to meet the rebel leadership. The curent talks culminate what has been nearly 15 years of attempts by traditional and religious leaders to cull the LRA to come home peacefully.

The former represents 60 NGOs in Gulu District which have actively lobbied the Government and Army to respect human rights in northern Uganda, and to implement the Amnesty Act, designed to bring rebels home. As project coordinator of the JRP, Mr. Otim has played a pivotal role in negotiating for community and national-based justice mechanisms that would hold parties responsible. He is the secretary to the observer team and has twice met the LRA high command. He has been present throughout the talks in Juba.
